Andagoya's letter dealt with the administration of Tierra Firme, notably a proposal for changing the site of Panama City. The two cedulas, dated February 20, 1534, commanded that steps be taken to make the Chagres River navigable, to erect structures necessary for a commercial port in Panama City, and that investigations be made concerning the feasibility of connecting the Atlantic and Pacific Oceans.

Ezekial Thatcher was clerk of the Parkville School District, Shasta County, Calif. He emigrated to California from Pennsylvania in 1850 and helped establish the first school district in the Parkville area.
